Harris County Attorney Christian Menefee Sues Concrete Batch Plant for Repeated Safety Violations
Houston, Texas — Harris County Attorney Christian Menefee has filed a lawsuit against Yellow Jacket ReadyMix, LLC and 2210 Hartwick, LLC for repeatedly violating fire safety and floodplain regulations at their Lindale Farms concrete batch plant in North Houston.
Despite multiple written warnings and compliance meetings with Harris County Fire Marshal inspectors, Yellow Jacket and 2210 Hartwick have continued operating illegally. The facility, previously known as Integrity ReadyMix, has failed to obtain the necessary permits and pass required inspections.
The companies have also ignored orders to address unpermitted structures, paving, and materials at the plant, located at 2219 Hartwick Rd. in Houston. Additionally, they have failed to establish fire safety and evacuation plans, creating a serious risk for the surrounding community.
“My office raised concerns about this facility to the state years ago, pointing out that there are seven concrete batch plants within a three-mile radius of this site and warning about the impact on the community,” said Harris County Attorney Christian Menefee. “What we’ve seen is a blatant disregard for the rules that are in place to protect the families who live and work in this area. This lawsuit makes clear that we will hold companies accountable when they fail to follow the law.”
In 2023, County Attorney Menefee formally urged the Texas Commission on Environmental Quality (TCEQ) not to reauthorize the facility’s operations, citing concerns that it did not meet permitting requirements.
Harris County is asking the court to shut down the plant unless it complies with all regulations, pays penalties for violations over the last four years, and meets fire safety and floodplain requirements.
