Learn About Your County Attorney

Abbie Kamin is the chief civil lawyer for the third-largest county in the United States, protecting and advocating for nearly 5 million residents. She is the first woman and first mother to hold this critical role, leading an office of more than 300 attorneys and staff members. 

As County Attorney, she not only represents Harris County in all civil matters, she staunchly protects vulnerable children and seniors; ensures safe, healthy neighborhoods; supports the county's ability to respond to flooding and other natural disasters; safeguards voting rights and our democratic institutions; and preserves access to clean air and water. She also directs the office's work representing Harris County in litigation, as well as advising elected officials, county departments, and employees on legal matters. 

County Attorney Kamin previously served on Houston City Council, where she was the first woman to serve while pregnant. During her tenure she led the charge on historic policy initiatives focused on supporting women and working families, including creating the first Women's Commission for the City and Houston's first prenatal wellness and paid parental leave policies for city employees and innovative domestic violence prevention strategies.

Career & Public Service Highlights

As Chair of Houston's Public Safety and Homeland Security Committee, Kamin worked to strengthen emergency preparedness, secured millions in new technology for first responders, and more. She led efforts to create meaningful firearm safe storage programs, domestic violence awareness campaigns, and the Police Oversight and Accountability Office within the City's Office of Inspector General.

Kamin is a champion for environmental sustainability and neighborhood quality-of-life initiatives and protection from extreme weather and natural disasters. She served as the National League of Cities Vice-Chair for the Energy, Environment, and Natural Resources Federal Advocacy Committee and was also Chair of the city's Labor Committee, working with city departments and labor leaders to elevate the voices of Houston's working families.

Before serving on City Council, Kamin practiced law focusing on general civil, voting rights, and civil rights litigation, including voting rights and Title IX challenges. She later served as Associate Regional Director for the Anti-Defamation League's Southwest Region and worked in the Texas Legislature as a Committee Director and Clerk.

County Attorney Kamin earned her J.D., cum laude, from American University Washington College of Law and her B.A., cum laude, from Tulane University. As part of Tulane's "Katrina Class," she developed a lasting commitment to local government, protection for underserved communities, and coastal resilience.

She and her husband, Matt, met in law school and live in Houston with their son and dog.
